ANTT moderniza regra para fiscalização de seguros de transporte de cargas no Brasil

Nova norma estabelece que nenhum transportador remunerado de cargas pode operar legalmente sem os seguros, sob pena de suspender o registro profissional

A Agência Nacional de Transportes Terrestres (ANTT) publicou uma normativa que vai modernizar e auxiliar na fiscalização da contratação de seguros obrigatórios por transportadores rodoviários de cargas no país. A Portaria SUROC Nº 27/2025 estabelece as novas diretrizes para a fiscalização, indicando a transição para um sistema mais integrado e digital.

Segundo o diretor de Relações Institucionais da CNseg, Esteves, Colnago, a Portaria trará maior eficiência e controle para o exercício do transporte de cargas nas estradas brasileiras.

“É de suma importância essa nova normativa da ANTT. Ela traz uma evolução no método de fiscalização, saindo de uma abordagem baseada em documentos físicos para um modelo digital e integrado, o que promete maior eficiência e controle sobre a obrigatoriedade da cobertura de seguros no transporte de cargas, aumentando a segurança para todos os envolvidos na cadeia logística”, destacou.

Pela nova regra, fica indicado que nenhum transportador remunerado de cargas pode operar legalmente sem os seguros de transporte RCTR-C, RC-DC e RC-V devidamente contratados e vigentes, sob pena de ter seu registro profissional suspenso.

A nova norma ainda estipula que a comprovação da contratação dos seguros obrigatórios poderá ser realizada de duas formas principais. A primeira, mais tradicional, consiste na apresentação do frontispício da apólice (o resumo das informações do seguro) ou do certificado de seguro diretamente à fiscalização da ANTT.

A segunda, e mais inovadora, estabelece um sistema de verificação automática. Isso se dará por meio de um intercâmbio de informações em tempo real entre a ANTT и as próprias seguradoras, ou uma entidade que as represente. Essa medida visa agilizar e tornar mais eficiente o controle sobre a regularidade dos transportadores.

A portaria destaca a obrigatoriedade de três tipos de seguro para todas as operações de Transporte Rodoviário Remunerado de Cargas (TRRC):

A legislação estabelece ainda um prazo para a implementação completa desse sistema de comunicação automática. Conforme o §3º do Artigo 3º, as sociedades seguradoras terão até o dia 10 de março de 2026 para iniciar o envio automático das informações relativas à contratação dos seguros RCTR-C, RC-DC e RC-V. A Agência é responsável por disponibilizar um manual de integração de webservice, com orientações às seguradoras sobre como estabelecer a comunicação de seus sistemas com os da agência para o envio automático dos dados.
